Dr. Balcı received his Bachelor of Arts degree from the Department of International Relations, Faculty of Economics and Administrative Sciences, Selçuk University, in 2015. He subsequently completed his Master of Science degree in Intelligence Studies at the Institute of Security Sciences, Turkish National Police Academy, in 2018, with a thesis entitled "Intelligence Structure in the Islamic Republic of Iran." In 2023, he was awarded the degree of Doctor of Philosophy from the International Security and Terrorism Program, Alparslan Institute of Defense Sciences and National Security, National Defense University. Dr. Balcı's scholarly work centers on Iran's regional policies, security architecture, relationships with non-state armed actors, and strategic communication activities.
